Who calls for confirmation

I applied for a small loan this morning to sort out an emergency. I was told that within an hour, I will have the money in my account.

I have been waiting and calling for more than 5 hours. From morning to afternoon - its only now that the staff refer me to HQ customer care who themselves do not know who will eventually send the email to HR.

There could definately be an efficient way to do this. Customers have to be outspoken to get satisfying assistance from you - I had to advise each and everyone on the line as to how to go about coordinating the confirmation, who to call and what would occur if the cofirmation was emailed.
