Failed communciation-Just don't get back to client

During the last week of November I entered my details on the Santam website asking them to call me back re a quotation. I received a call from Santam around 5:30 on 28/11/2012. During this call, which lasted about 45 minutes, all the necessary informaiton was given for Santam to prepare me a quote. The person assisting me had one query at the end and said she was handing it over to another person who would phone me back in a minute. No one called. I sent various emails since and did receive one call back from which I believe was Gary Olckers who apologised and said he could assist but would calll me in the morning as he too needed to check something. I sent various evmails to the normal email address and to Gary Olckers. Last week I phoned in and asked to speak to a manager and I was informed that Samantha Victor would call me back. I believe I spoke to Robin. Gary called me but I informed him I had left a message for the manager, but still no one calls. How people can waste one's time.
