Discovery Card Department Incompetence

Ok so I received my new Credit Card due to the cancellation of my old card due to and the same transaction just carried on as if nothing changed and what is the departments logic for not reimbursing me: Their logic or the lack thereof that the reimbursement is not justified due to the fact that the transactions took place in the vicinity of my house. Does this mean that must not take place near your place of residence for it to be justifiable? If so what would the distance be and may I please get a copy of the policy that states these guidelines. Does this mean that I am suspected of being the culprit that would jeopardise my clean and excellent credit record for the last 20 years for a couple thousand rands? Not to mention to jeopardise my family and home? Why would it be that I have never had on any of my several credit cards with ABSA and only now I would use my FNB credit card to purchase and withdraw money and try to claim back due to. The only constant is the incompetence of the FNB department.
