Call centre waiting pathetic

I never received my tax certificate, due to postal strike. Tried calling the the customer service centre 2 days in a row on 0860607500, holding on for over 10 minutes with not success. I have since emailed Old Mutual, with automated reply and not contact. Seems impossible to speak to a consultant and have my request addressed. What is happening, is this customer service?
