No response and taking of responsibility

I phoned the call centre on tuesday the 6th august for my tax certificate. I was told it would be sent to me in 20 minutes, 45 minutes later I phoned again and even gave my fax line to be used as an alternative contact point. Two days later I still don't have my certificate. I then went to a branch/agency in ladybrand to try and get it there. The couple who is most probably the managers of the agency told me they can't help me. They also said that group scheme employees are not there, so I have to phone someone else in a different town. They are all working for old mutual, what stops them from phoning their call centre? They even have the nerve to say I can report them to the area manager, they don't care. Does old mutual really appreciate it's clients? i phoned again today and still no tax cerificate. i was given a complaint centre number in cape town which was not operational
