Samsung S4, only device for excisting customers??

I made an online application for a S4 smart device, as I thought it was an very good deal. With the application I had to read through documentation about how the billing works and about how Cell C subtracts the money from your account and then FNB pays it back into your acc. as long as you always have money in your account. I received the device about 2weeks later after I had to phone FNB and query the long waiting period.
I only received a device and after opening it, discovered no simcard or anything related to the Cell C package. When I phoned FNB they kept on telling me that the Cell C deal is ONLY for NEW FNB clients? It didn't state that on any of the documentation. Nobody at FNB could give me a answer to my query and I was put through to almost 10 people?? Why is it that promises are made to lure you in, but FNB doesn't commit to it? Are the excisting clients nothing? Things like this lets me wonder if I should ever take FNB up on any of their other services? What if that ALSO is just pretty words and no show??
