Card legal, entire department absent for 3 weeks

In an attempt to close a credit card account which was handed over, and duly paid up. I have had zero joy from the legal department (I am assured they are the only department which can help me). I have phoned them directly, emailed to their email address and tried to get through to them via other people on the same floor as them, but still no joy. Every day for the last three weeks I have tried to contact them atleast once per day, most occasions via telephone where I have listened to the phone ring for 60 - 120 min at a time before becoming fed up. Trying to contact them via email is no better, as every time I email I get a generic response as follows: Good day

days.
