Dissability Grand Payment withdrawel

A withdrawal attempt of R1 500 was attempted at the ABSA ATM. The ATM said not enough funds available transaction will be reversed. This never happened the amount of R1 500 dissapeard completely. The ABSA customer service was contacted and said they can not assist us without a letter from SASSA. SASSA said they wil send a letter to ABSA. This never happened. The money dissapeard completely without a trace. The person receiving this dissability grand is profoundly mentally and the funds is needed to bay her toiletries, nappies and food. What action can we take because nobody wants to assist us now. Please assist.
