Ill treatment of customers

Good day,
I opened my account with Capitec Bank in 2005 and have been a loyal customer till date as all my transactions including my salaries pass through the account. Having being so happy I advised most of my friends and colleagues to join capitec in order to save on bank charges. My wife and kid have also opened their accounts with capitec..Evevry month I go to capitec branch to make a transfer for my rent and other expenses of mine. Yesterday I went again to the branch in cresta mall to ask the consultant to help me transfer my rent again as usual, to my surprise I was told after swaping the card and put it my finger that they couldnt help me. Why? Because i dont have an ID and beside i am not working in the mines. I was shocked and asked the guy which law is that? he couldnt answer me. I told him that even if there is a new law, that law does not affect old customers?
I have friends who have account with other banks and have never been told such? does it mean that an investor cant open account at capitec? cos he doesnt have an ID? I am working and using a work permit and have applied for my permanent resident permit last year and I am awaiting .can someone answer me?
