Is FNB obstructing our access to PayPal services?

For 3 weeks we have attempted to complete the Non FNB PayPal Service Registration. Our efforts are frustrated by staff that reject legitimate forms (COR) and insist on redundant documentation (CM), but the last straw is the insistence that documentation issued by CIPC be certified. CIPC emails everything, so we do not have originals - the bank has access to CIPC to verify at source. We are at an impasse. The bank says, "Certification ensures that someone has had a look at the original documents and has verified that the legitimacy thereof... if certification is an issue there is the option to submit the documents at a nearest FNB branch or we could get a courier to come pick the documents and would then verify them upon pick up." The document I would be taking to FNB branch or sending via courier is simply a printout of the CIPC-issued document submitted via email. Is FNB obstructing our access to the PayPal service?
