Delay in registrations and no response to queries

Having lodged change of directorship documentation with CIPC some 62 days ago, we are still awaiting the registration of same. Have sent correspondence as per CIPC service delivery standards all of which have gone unanswered and when sending to the head of CIPC, we simply get a mail back referring us back to the very individuals who do not respond to any queries. As a small business which does primarily company registrations, the delays and incompetence of CIPC is costing us clients and business and as a result our clients and ourselves are being prejudiced by CIPC's complete incompetence.
