Loan Declined because of ID???

I opened an account with Nedbank in December no problems I go and apply for a personal loan and they decline it because my ID book was damaged yet they opened the account with the same documentation???
They have my ID on file I've been back twice and now I get told I must reapply for a new ID and then try again??? Why the different set of rules...
