What does it actually take to get some service?

This was my report a month ago: "I signed a 24 month contract in Feb 2011 for the business advantage product (which I have never actually used, but continued to pay because I signed a contract.) I have since intended to close my account and Janice Rose advised that the debits would automatically stop. For numerous reasons, I am unable to close my business account at this stage and it may be a while until I can do so. The problem is that I continue to be billed 26 months later for the business advantage package. Kindly advise what steps I need to take to remove this debit as I did not agree to use this product for more than 2 years and therefore require a refund of the months that I was unfairly billed." I received a call (on the wrong number, after I changed it at their branch thirty times already) to address this complaint and the gentleman promised to put everything right. This month however, yet another debit has gone off and there is no sign of that refund. What does it actually take to get some service from you guys?!
