Non- existent signed and approved student loan

I applied for a student loan on the 6th of April manually. After receiving no feedback for four working days I phoned to enquire on progress. I was informed that the application had been declined due to the lack of a consent form. This was rectified. Three working days later no reply. I then received a voicemail informing me that the bank had submitted a whole new application on my behalf. I NEVER received any reference number of sort. On the Monday I was notified that my application for R40000 had been approved and that I would be contacted shortly regarding signing, which never happened. A consultant at Boksburg contacted Precious (Heidelberg) when it was discovered that no application existed for me. She only then told me the documents were ready, which I signed on the 26th of April. I received no copy of my contract, which I have the right to. Today when I phoned to find out if payment had been released, I was told no application existed. How can a non-existing contract be signed? How can the account of my surety be credited when no payment has been received? This service is unacceptable, and if not addressed by the end of the week, further steps will be taken!!
