Who gets a voucher and who doesn't?

I emailed the below to SAA on Wed, 4 Dec. - My team of 4 have been travelling around SA on SA Express and SAA from Monday, 2 Dec until Thursday, 5 Dec. Monday, 2 Dec we were happy and even a bit of a bumpy flight into Cape Town couldn't damper our spirits. We changed our later flight from Cape Town to PE and paid additional fees to be on an earlier flight (16:00). There was a delay with no explanation (until 20min into flight) and we boarded only at 18:35 to stand on the tarmac for another 10min and only actually board at 18:45. Our flight departed Cape Town at 18:55. That's a delay of nearly 3 hours. Today, Wed 4 Dec, we're sitting at PE airport and a flight delayed out of Cape Town by 2 hours, results in the PE travellers being delayed 2 hours. An announcements are made regarding the delay (nice to know what's happening) & they get meal vouchers. WOW, that's more than SAA can say for us yesterday. So how does this work, who qualifies for voucher and who doesn't?
