Please explain this to a Vacantion Club Membe

My parents are members of the Sun City Vacation Club for more than 15 years. Our time period falls Mid week/ off season. We have had no problem, FOR OVER A DECADE, finding a place in Sun City in September.
We could not go last year, so we space-banked our points. Which means RCI handles our booking and not Sun International. Our request was send through on 17 January 2013, for 16-20 Sept
More than a month ago we received notice that we are 4th in line. 2 weeks or so ago, we received a notice asking for a second place if we do not get place in Sun City. We requested Ngwenya Lodge.
On Saturday, 13 July my mom phoned RCI to find out what is going on. We live in Cape Town. We all have taken leave for that week. We need to organise our holiday, and yet we just don't hear from RCI. We have been 4th in line for OVER A MONTH!! To our amazement the gentlemen who my mom spoke to from RCI told us that Sun City is fully booked a.w.a Ngwenya Lodge. In ALL our years this has never happened.
RCI have had our request since 17 January 2013? How can we NOT find place in Sun City. It has NEVER happened before. 1 minute we are 4th in line & we should be patient, the next the place is fully booked?
