25 minutes in line on phone

I have been holding for 25min to speak to a consultant at client services at Nashua. I signed a data contract 6 days ago. After several phone calls to the branch where I bought it, they cannot help me any further, the 2 sim cards has still not been activated by Cell C!
How long must I wait for a call centre to answer?
How long must I wait to start using my new sim cards???
