Phone cut off

My number was today moved from contract to pre-paid. At first everything seemed to go smoothly. After recharging the number the phone went offline. No calls or sms's can be sent or received. After a call to the call center I am informed that I have to RICA my number again to activate it. What a load of rubbish. The actual sim is RICA'd to a person and not the price plan or contract you are on. So what Vodacom is saying is that every time you change plans you have to RICA again. What a load of rubbish again. Oh and the consultant told me that it's not Vodacom that cut me off but government?? If I knew this beforehand I would have just scrapped this number and went to Cell C, much better service and pricing. Amazing that only after I recharged and spent money that the phone went offline. And this phone number happens to be 18 years old. Now I have to spend my time which happens to be valuable to have it RICA'd again. For all this effort I could simply have gone to another network. Utterly pathetic!
