Our Fault has not been addressed, reported twice

On 10.04.13 I called to report a fault. I spoke to Ilana. She said she had checked our lines, there was no problem, and couldnt give me a ref no as no fault had been logged. The problem persisted. On the 16.04.13 I called again and spoke to Stanley. he gave me ref no: 1023210212, but also said he could find no fault, and I should call our switchboard agents. I did. I spoke and emailed Dee at Samsung Communications, and they sent their technicians. now... our line is still not working. It works at times, but most times not and we are loosing our business calls. I dont know where to turn to in order to get Telkom to check our lines and to fix the problem once and for all. If they cant help me from the call centre, and refuse to log a complaint, where else can I log it that they come out to the site?
