NEW PHONE NOT WORKING AND BILLING ERRORS

I'm writing this report on behalf of my son Mogamad Muller. He started a contract with cell c on 1-3-2013. Ten days later my phone started rebooting itself all the time. I could not make or receive calls. I phoned cell c and they said I must send it in for repairs. I took it took game on 14-3-2013 and received it back on 17-4-2013. Three days later my phone was the same and worse. I phoned cell c again and they told me again I must send it in for repairs. What is the use of having a phone if it is in for repairs all the time? Then on 21-4-2013 I received a sms telling me I have reached my monthly usage limit but when I dail *101# it says avail min is 00:40:39. Then on 21-4-2012 I received a sms saying I have R64:39 and a hour later telling me I have R15:15. How is that possible if my service is suspendid and my phone is not working.
