Cannot log on during peak time

The past few months it has become increasingly difficult to log on during peak time from 6 Pm to 9 Pm.
The Internet is to slow to load web pages at these times so I don't have the choice to go on-line when I want to.
There are alot of complaints from people I know and the general consensus is that the Vodacom 3G service is over subscribed. Also my strongest signal strength is only 2 bar which has been reported last year and complaint is still open as they can't tell me when new tower will be built and my contract only expires in July 2014 so I am not having a good Internet experience with this poor service for which i am paying.
