Extremely slow data and in-active support

On 15 March 2013 I first reported to Cell C Hemmingways that the data signal on my 21 Mbps modem, my Samsung Galaxy Tab2 and my Samsing Galaxy S3mini are all extremely slow (fluctuating between 0 kbps and 50 kbps). This is at the address 20 Rosyth Street, Nahoon Mouth, east London. I was told to speak to Siya at the Hemmingways office and he said he'll call me back the whole time. I called him another 4 times over the weekend and since then probably 4-6 times more. Every time he says he will get back to me but he never did till today. When I called again he also said that a Chinese company is responsible for checking and adjusting the signal but even until today (4 April 2013) this is unresolved.

I pay good money each month for these three contracts but can barely use my modem/tab or phone due to this terrible signal. (Although intermittent, the signal is sometimes very good during the midnight hours).
