Very poor service

Order number 72884307. I applied for a telkom line to be installed on the 12th of February at the Sea Point Branch.By Tuesday the 5th of March I still had not heard anything so went back to the branch to query this. On Friday the 8th of March I received a phone call from a technician called Donny saying that he would be at my apartment by 1pm. He did not pitch. On Monday the 11th of March, Donny came to install the line. After about an hour they realised that they could not locate the telephone plug point in the apartment and therefore could not offer me any service. This confused me as I was under the impression that this is your job to provide a service to a customer who wishes to have an account with you? I received a call from the head office on Tuesday 12th March and was told that I had to organise some sort of pipe/cable from the below flat. I argued this and was then told that someome would come again on Friday 15th March. Again, no one pitched. It is not my duty to find the telephone plug point. I live in a huge block of flats and there has to be a way of providing a telephone line with other cabling? I would like an update as to how this will be resolved.
