Why upgrade if services isn't available imadeatly

I transferred my phone number from my husbands name to my own and done an upgrade at the same time to a blackberry. The transfer wasn't done in the time promised and I had to phone a couple of times to get them to do it. After all that effort I want to activate the BIS on the blackberry and now I'm being told by the call centre I can only have that by the end of March. Why do all this if I have to wait for the service? My friends that have contracts with MTN all said there BIS was active 48 hours after getting blackberry's...
