LISTED IN LEGAL CANNOT UPGRADE - ACCOUNT PAID

I have applied online cellc c site for the new Z10 contract since my line is due for a upgrade. Someone from direct contacted me on the 11th march and the contract was concluded and the handset was to be delivered within 3-7 days. Following up all week cust. service line not working and direct has me listed in legal so they cannot do upgrade?? 3 years ago I had the very same problem where cell c has me listed in legal by mistake they sorted it out and I was upgraded in 2010..I even received vouchers as a way of them apologising for the inconvenience. I am appalled that I have to go through the same mess again. Yesterday I spoke to 3 different agents and all of them promised to call me back in 10 minutes I am still waiting.. I have emailed customerservice still nothing. Please call me to clarify the "legal" matter and do upgrade or I will then have no choice to move to a different service provider. I have 3 contracts with cell c ID 8211290117089 I want to upgrade 0846412216. Thank you Miss Leigh Ockhuizen.
