Charged for nothing

I was incredibly shocked to see a debit order go off my bank account last Friday morning to the tune of R1996 and then upon checking, realise it's my cellphone bill!
I have had a Business Call contract with Vodacom for the last 4 years and my bill has never gone above R900 max.
I had to migrate to a new contract last month as the Business call contract does not exist any more and was told that the new contract would only become active in March.

Fine, no problem, the majority of my high bill turned out to be out of bundle data costs accumulated over the month of February.
My mistake, I should have bought a bundle, but why am I paying R673 for the month of February for a iPhone Talk 240 contract that HAS NOT YET BEEN ACTIVATED?
I did not benefit from this in any way.
None of the data or free minutes were at my disposal.
I of course sent an e-mail to Vodacom and have not received a response.
