Failure to fix Network Problem

Since porting to Cell C a year ago in 2012 from MTN, I have had a issue with dropped calls at my home in Craigavon.
1. Only at my home in Craigavon
2. Only on calls to non Cell C networks. Including landlines ruling out bad reception on the other end.
3. While connected, in less than 1 minute phone goes completely silent for both parties then disconnects on my phone after about 10-20 more seconds. Tested this with calls to my own landline and the disconnect happens on my cellphone phone before I hang up the Telkom landline.
4. When it happens it happens all the time. I.e. I can phone back as many times as I like or they can phone me and it will cut me off in a minute usually much less. This makes actually keeping a conversation going impossible. Using my free minutes is impossible.
5. Happens mostly during peak hours. Times that it does not happen it works flawlessly.
6. Phone has good signal and calls to voice mail works fine
I have reported this to Cell-C many times and network faults were logged. Never has anything been fixed. Nor has anyone ever came to test the signal at my home. All the usual checks were done to ensure my line is ported correctly no blocks or locks on my line
