What does BIS all include?

I got the fright of my life when my account was billed with an extra R500 this month.

History: I upgraded my account in January from TOP up to a 120 free minutes account.
I did it at Cellucity Canal Walk, the gentlemen told me that the free minutes will only kick in at the end of Feb.
At the beginning of February, I checked my account balance, to make sure if I have airtime or if the new billing had started. I had my R135 airtime and I continued to use my phone as I normally did. The odd phone call and sms etc.

I was trying to check my balance about the 18th, and nothing worked.
about a week ago, i wondered if they had swopped my account over without me knowing- and they did.

I enquired about my statement today with regards to being charged for data usage of R343.93
The lady continued to tell me that BIS dos not include downloads, whatsapp, and youtube.
Youtube I know costs data as my phone warns me of that.
So I asked her what does BIS inlcude then, she said, emails, bbm and some google websites.

My complaint is, since when is downloading and whatsapp being charged for?
And why isn't this being communicated through (such as with youtube-a warning on the phone).
