Continuous billing, for a suspended simcard

Long story, upgrade cancelled due to poor service two sim cards one account no .after numerous request for cancellation only one was said to be cancelled. cell no. 0718936881 still active the account running up in arrears just like the other ex cell no 071869883 which was settled and promised were a credit due, i'll be re-in burst, which never materialized, still waiting, the same is happening now with this no which is suspended since July -August, i don't have a sim card nor to assess the airtime so called top every month they are supposed to be giving me, this is a long time pending query which is frustrating, what they properly tell me, is first pay the outstanding like they did with first no before cancellation, i my opinion they making money off me for no service. They also try to say they tried to contacting me.no progress rip off.
