No answer for line cancellations

Today I have upgraded my primary line's ADSL speed, with almost no waiting on the call center.

When I phoned again and followed the prompts to cancel my secondary, out of use line, and I waited on the line for 20 MINUTES without answer.

I see its easy to pay you more but impossible to pay you less.
