90 kbits/s instead of 2 Mbps Adsl speed

For the last 3 weeks I've been struggling with my line speed. I reported it last week Monday (11th of Feb 2013) and they said the fault has been logged and they will send someone, I waited for their call but nothing happened. Thursday I called again and they said they are going to send a technician out on Friday (15th) So i organized that someone stay at my house for the day because I must be at work, but nobody came. Saturday morning a technician called me and said they will come that Sunday morning, but he only called that Sunday morning and said he will reset my line, but it did not help. Every time after it resets, the speed is fine, until 10 minutes later, Then it's back to - 90 kbits/s instead of 2000 kbits/s (2mbps) I called again on Monday (18th of Feb) with fault number 1781CRK180213. This morning a technician called to meet me at my home, so i went home and when i got there, i explained to him whats wrong, and without any testing anything using his equipment, he told me its the modem thats faulty, so I exchanged it, set it up, and guess what??? No improvement! I am paying for internet which I cant use, I don't think it's fair.
