Overbilled and no response from Cell C v5

This is from a previous post starting on the 14th of Jan.
I have Cell C swoosh modem. I struggled to get someone from customer service to contact me. My contract is R300 for 5gig per month. I used 10gig in Jan and was billed an extra R2000. Cell C billed me an extra R2, 000 for the extra 5 gig which is R400 per gig!
The latest response was this on the 7th of Feb:
"We have noted that your previous complaint was assigned to for resolution and we really not pleased to learn that she is yet to avail feedback. The matter will be addressed with her supervisor and we will make certain that she contacts you soonest. Sincere apologies for the delay."
It's now been over a month since this started. I'm still waiting for Cell C to:
1. Explain how they can bill me so much per gig;
2. Provide me with proof where I agreed to allow them to bill be such an exorbitant amount;
3. Refer me to an ombudsman that handles these types of disputes;
4. Reconnect me so that I can use the modem

Please can someone from Cell C look into this and get me connected again. 5 weeks is getting ridiculous!!
