Is 8 months now I haven't receive my modem as yet

I took a contract with Cell C on Feb 2013 for a micro sim with 2gb and a moden with 200mb, til now I haven't received my modem as yet. I phoned Cell c thousand times to give me my modem that I paying for it every month they always I should speak to FNB and when I phone FNB they tell me they don't keep modem with I should phone Cell C. Cell C can u please give me my modem I'm begging you now.
