My account and Faulty line and adsl line

Good Day I have my Telkom line and internet for about 2 years now. From day one I have report my line that was nosy and my internet that do not work proper then it is on then it is off. They did come out try to fix the problem but then again same thing all over again. We were 5 weeks off line of the fat the the cable was. The Telkom Direct shop lock a despete to credit my account nothing. I have lock a despete to credit my account for at lease 5 month as I was more off in the past 2 years then on or have a line or internet. Nothing now I did not pay my account to see it they will respond to me well well well they have cut my off for R1450.00.How can one company get away with this service how must we pay for somthing you do not even have please tell me this. And best of all they do not evern repond to the despete I have lock for my account.
