1MEG versus 2MEG

We have been battling with our ADSL Line for months. The location of our property is of such nature that we cannot have 2MEG or even 3G Cards.
This matter has been reported to Telkom on many, many, many occasions and every time a technician visits we are being advised that we cannot have a 2 MEG Line.
I received a bill this morning and again contacted Telkom... I received a Ref No. 726618187A but I cannot get through to the Billing Department to declare a dispute. Remember, I have been paying for a 2MEG line for months if not years, yet NOTHING is being done to rectify the account.
I check the line speed from time to time and it is definitely a 1MEG line. My major fear now - Telkom is going to try and convert it to 2 MEG and my husband will not be able to study over the weekend due to the line not being strong enough to carry 2MEG.
What does a person do? You are sweet - you are nice yet you are just banging you head against a very hard wall and Tehnical Support sitting in an office somewhere try and convince you that you have a 2MEG line.
