BIS SERVICE BILLED ON UPGRADE TO SAMSUNG S4

I changed my account (0824444132) from AFC (Pty) Ltd into my own name in October 2013. I upgraded my Blackberry to a Samsung S4.
Vodacom have continued to bill me R59 monthly for the BIS service, of which I have no use for, as I am using my new Samsung S4.
I emailed them on 5 January 2014 to request a refund of the BIS service since inception of my contract.
They did not reply to my email.
I phoned them on 3 February 2014 to ask for the refund. Ref: S3-07J2F-FQIDI.
They smsed me on 3 February 2014 to say that they would contact me within 24 hours regarding the matter of the refund.
I have still not heard from them!
I see that you have had exactly the same complaint from some of your other subscribers.
I was never informed that these charges would be billed and I would like a full refund.
