Upgrade Process Flawed

I have recently upgraded my Vodacom account, which is paid every month by debit order. Upon receiving my new phone and sim, I attempted to do a sim swap only to be told that my account is in arrears, which is due to the cost of the new sim for my upgrade, and that the sim swap cannot be completed. Surely Vodacom's upgrade process should take into account that I pay by debit order? How can my account be in arrears if they successfully debited my account just last week?
