No ADSL for a month

I reported my phone line that was noisy and my adsl that was dropping the whole time, the fixed the noise and not the adsl. after many complains they send out a technician with bad attitude that plugged my phone back in the kitchen that i plugged out the night before because of lightning and charged me a unnecessary call out fee for and the problem was the adsl line. i got the fee reversed but i still don't have adsl and evertime i phone the escalate the report but nothing happens I even got a new modem yesterday and that is still not the problem and now the line is noisy again. I want a educated person to fix my problem TODAY. and my money I paid for a service not available refunded.
