Took money from wrong account. Refusing to refund!

We have an account with Neotel and they debit our account monthly by means of payment. On 2 December 2013 they took R3154.44 which we did not owe. Neotel confirmed it was meant to go of another persons account .. they also took our actual amount due of R505.69.
They refuse to pay the R3154.44 back to us. We could not pay other bills due to this as it is allot of money.
No one seems to care at Neotel, as no one has called or resolved this matter.
