Pushing me to pay someone bill

I was applying for a internet with Mweb today and they told me that the Internet well be after we completing the application, but after they after 1 hour and I call more than tree times and it'll work after 1 hour. Now they tell I must pay account of someone I don't know before I can use the service. I really don't understand why do I have to pay someone's account and they have rude employees
