Bad signal for a year and 2 months

I have been having problems with a bad signal for a year now, and reported it to Virgin Mobile many times. They sent engineers to my house once to test the signal and they found it was indeed bad. Nothing was done about it. Last week they promised me some feedback on Monday, but of course that never happened.

On Thursday I had 44 failed and/or dropped calls. On Friday I had 32. On both these days my internet connection was also very slow or not available at all. On Mon 4 Feb I had 3 dropped calls and couldn't access the internet. Today, Tuesday 5 Feb I unable to send whatsapp messages for most of the morning, and I can't access the internet. I have been trying to send 2 pictures via whatsapp since Mon morning, with no luck.

Virgin had me download a signal tester application in Dec. I have tried servers - Sandton, Randburg or Midrand, for Cellular, at 256 bits.
My readings are as follows:
PING: 418ms
Download: 10.1kb,
Upload: Pending (No change all day today whenever I checked.)
Time to do something about it!!!
