Upgrading taking 2 weeks and passing the buck

I have been trying to upgrade my phone for almost two weeks now. On Wednesday the 22 January 2014 I tried phoning to upgrade again to the Uchoose Flexi 100 with the Samsung S3 Mini. I was told to phone 0821941 to have my portfolio amended, which i did and a woman said she will do that for me and I should try the upgrading within an hour. At 12:11 I contacted 08217844 AGAIN and for the life of me i can't remember the gentleman's name, but he helped me upgrade to a Uchoose Flexi 100 Samsung S4 Mini for R249.00 as he recommended that package rather than the S3 mini which I accepted. At some point he even spoke with his supervisor and then said I will have my phone on Friday 24 January 2014. I phoned this morning to make sure the delivery would happen and was told that no upgrade was processed on my account and my portfolio still says I can't have a package for R249.00 cause of my risk profile but I can upgrade to contracts on a higher price range (R389.00 to R999.00). This seems highly illegal to me. I have been a loyal customer to Vodacom for over 10 years but now they won't let me upgrade to a package of my choice!
