Illegal Upgrades done on accounts

1. Checked my vodacom accounts online and noticed there was a upgrade done on one of the accounts. Phoned Vodacom and the lady said "There are quite a few cases like this" and I have to get an Affidavit from the police. (Wow, what are they doing about this and how does it happen so easily) - Gave me a reference number

2.By chance I log into Vodacom again to see if the account has been cancelled as promised and low and behold another one of my accounts was upgraded. Same procedure as above followed.

3. It's not been two weeks without a whisper of the "forensics department" so I take it it's MY responsibility to chase THEM up.

4. The total bill came to 3k a month which I queried and stated that it's obviously an absurd amount and they maid a payment arrangement for 3 months for me to only pay a certain portion. Only to receive an SMS (Yes, an SMS, NO PHONECALL) saying it can only be done for 2 months.

AGENTS DON"T KNOW THE PROCESSES
HOW CAN THIS HAPPEN SO EASILY
MY LINE HAS BEEN CANCELLED SO NO DATA
I NEED TO GO TO THE POLICE TO GET AFFIDAVITS
