Telkom poor service delivery but you have to pay

Have adsl line with telkom from August 2013 till now. the line has not been working like it should (latency issues internet down). a week a go applied to upgrade data from 5GB to 20GB, this was on a Monday the 14th Jan. 2014 on Wednesday received a call from telkom to MOVE MY LINE wt. when i only wanted to upgrade the data. till today nothing happen.
