No service why must i pay

I asked for the line to be moved to another area down the road from us only to be told there is no infrastructure and it was not budgeted for.that was two years ago.then i ask them in april/ may when we were moving to the same spot we get told that there is no infrastructure again and then i asked for them to move it to our outher premises which we currently occupy.i get told no you cannot do this as you not d c moore.yet they took the money from me for payments and all the other orders.mr moore was not available at the time.i told them i am a director of the firm they said no.so i left it in abayance as how must i do the change over from the area where they have no infrastructure to where there is.and why should i have to pay for a service of a line if they wont move it for me .and i saw them billing me for a service i could not use... then when i told the lawyer she said she would get back to me as to the billing .nothing yet.when i eventually get mr moore to go do the changes they say no our number has been withdrawn and its at the lawyers. why must i pay if telkom cannot delive
