Terrible Customer Service for a new custome

Run of events:
- Late Nov/early Dec 2013 applied for an iPhone 5S.
- Approved, arrange for delivery before I go on leave on 20 Dec.
- No delivery
- Enquire on status of delivery, informed that it has been cancelled due to unsuccessful delivery on 24 Dec and 30 Dec even after I clearly indicated that I'll be on leave during that period.
- After speaking to several incompetent call centre agents the process was completed again, a tracking number was provided and Cell C indicated that delivery would take place on 3 Jan.
- I came back from holiday early to receive the phone, no delivery took place. Incorrect tracking number provided by Cell C, it was the tracking number for the delivery on 30 Dec,
- Phoned Cell C again to sort out the mess
- Phone was delivered without the proper procedure, without me signing or even being there,
- Following day another phone was delivered again without me signing or being present,
- I activated the first phone,
- Billed for 2 contracts,
- Phone Cell C for a refund and to return the phone but they indicate I have to wait roughly 14 days for the refund.

Why must I be responsible for their incompetence and wait 14 days for a refund?
