Poor internet and high ping

I have a 4Mbps uncapped line with Telkom. I'm unable to play online games at the moment due to the poor service. Download speeds when streaming are intermittent and well below average for a 4Mbps line. Please see below of speed tests run today. This has been happening for about a week now and i have had the port reset and been told to monitor and this is going no where. If this is not fixed i will have to find a better solution.
