Data connection extremely poo

While on holiday, I went through a lot of pain to get two Vodacom data contracts for my iPads. I complained and was assisted beyond what I expected! I selected Vodacom as I always had good 3G at home. While still on holiday, I was very pleased with the performance. Got back home and I am extremely frustrated! The one moment, all will work fine with a ping of 59ms and download speed of 7.68Mbps. The next moment, we don't seem to get any data throughput with the signal still being the same at 3 out of 5 bars. Ping is then either not working or 949ms with download speed of 0.21Mbps. Internet takes an age to load and it seems like no connection. The fact is that we will be using it 99.9% of the time at home and I am not willing to pay for a service like this. I will then rather stick to the Telkom mobile pre-paid that worked perfectly before I switched to Vodacom. What are my options? Can I get these contracts cancelled as I am not going to sit with contracts that is not delivering for two years. What procedure do I need to follow? I don't expect excellent LTE performance, just good constant 3G connection that works when we need it.
