Poor latency and poor service

Cybersmart has always had higher pings than other ISPs, but still playable for a gamer.
A month ago the ping spiked up to 550 ms in game during peak hours. I am on a capped account and the time of day should not affect my latency.
I phoned in trying to solve this problem, and they tried to blame the area or the exchange, but my bf lives down the road with mweb and he has not experienced any problems.
2 weeks later they haven't fixed anything or gotten back to me.
Every time I phone in they make me do the same tests I have already done.

As a gamer this connection is useless to me and the service they are providing just don't meet the market expectation.
