Congested Exchange and Intermittent Connection

For months now I have had poor latency 100ms connecting to local servers (my ISP pointed out that Telkom's Exchange in my area is congested).

I cannot even sync at 4096 kbps or 3072 kbps, causing intermittent connection issues (the exchange is about 3 km away). There will be a week where everything works fine, then everything fks out again. Latency all over the place and intermittent connection issues.

It is a rinse and repeat scenario.

1. Call ISP (for bad latency or intermittent connection issues)
2. Reset Port
3. Lower speed
4. Get told that it is the exchange in my area.
5. Log a call with Telkom
6. Everything is fine again for a day or two
7. Back to step 1

I just want the following:
1. Not to disconnect all the time
2. To have decent latency (local)
3. Decent stable speed
